The General Fund represents approximately $74 million of the City's $255 million Operating Budget in the 2007-08 fiscal year.

Within the General Fund budget, the breakdown is as follows:

Police and Emergency Communications: 35 percent Administrative and Non-Departmental: 27 percent
Fire: 21 percent
Public Works: 10 percent
Planning and Building Development Services: 5 percent Municipal Court: 2 percent

The remaining areas of the budget are allocated for specific purposes, so the General Fund is the area where the City has the most discretion to allocate funds. That is why the General Fund is the focus of the discussion about how to cut the budget to address the gap of $5.2 million needed to make the full actuary-recommended contribution of $12.5 million to the Police/Fire Pension Fund for the 2008-09 budget year beginning July 1, 2008.

Examples of other sections of the $255 million Operating Budget where funds are designated for specific purposes:

* Voter-approved taxes, i.e. law enforcement, capital improvements, transportation, parks, 911.
* Enterprise Funds - The Airport, Sanitary Services, Sewer and Golf funds are all self-supporting so they neither take money from the General Fund nor send money to the General Fund.
* Grants - From whatever sources they derive, grants are awarded for specific purposes or programs and cannot be diverted for other uses without violating terms of the grant acceptance.
