The sales tax for parks is a countywide sales tax, not a municipal sales tax. The referendum was approved by the Park Board, County Commission and City Council and Greene County placed it on the ballot because the state authorizes this type of tax as a countywide tax. The County distributes the tax revenue based on populations of the municipalities in Greene County. It cannot be used for anything other than the purposes laid out in the referendums.
To "cancel" the tax, the County would have to put a referendum on the ballot asking countywide voters to repeal the tax. That referendum could not ask voters if they want to shift Parks revenue to the Police/Fire Pension System because that is an issue specific to Springfield. The new state law authorizing cities to ask for a sales tax of up to 1 cent for public safety needs is for municipalities, as opposed to counties, so it would be a municipal referendum not a countywide referendum.
