Answer from City of Springfield:

The Public Building Corporation, which is an appointed board, is the entity that owns Jordan Valley Ice Park. The City leases it from the PBC. If the City wanted to sell the Ice Park, the process would start with approval of the PBC. Proceeds from the sale would have to be used first to retire the bonds and then the Council could apply any remaining proceeds to any legal and appropriate uses.

Well selling Jordan Valley Ice Park to a PRIVATE entity would make drastic IMPROVEMENTS to the facility, the first and most important would be to allow the sale of beer at special events and sporting events. When the people of Springfield were conned into voting down the "Alcohol in the Parks" issue, it made JVIP loose it's value tremendously.
