Do the people of the state of Missouri want to adopt Senate Bill 19 (“Right-to-Work”) as passed by the general assembly in 2017, which prohibits as a condition of employment the forced membership in a labor organization (union) or forced payments of dues in full or pro-rata (fairshare); make any activity which violates employees’ rights illegal and ineffective; allow legal remedies for anyone injured as a result of another person violating or threatening to violate employees’ rights; and which shall not apply to union agreements entered into before the effective date of Senate Bill 19?

City of Billings 
Question 1 

Shall the City of Billings stop applying and collecting the local sales tax on the titling of motor vehicles, trailers, boats, and outboard motors that were purchased from a source other than a licensed Missouri Dealer? 

Approval of this measure will result in a reduction of local revenue to provide for vital services for the City of Billings and it will place Missouri dealers of motor vehicles, outboard motors, boats and trailers at a competitive disadvantage to non-Missouri dealers of motor vehicles, outboard motors, boats and trailers.

Shall the City of Billings impose a local use tax at the same rate as the total local sales rate, currently One and One- Half Percent (1.5%) provided that if the local sales tax rate is reduced or raised by voter approval, the local use tax rate shall also be reduced or raised by the same action? A use tax return shall not be required to be filed dby persons whose purchases from out-of-state vendors do not in total exceed two thousand dollars in any calendar year.
